Can most python applications be installed with distutils? (i.e. I'm not sure
that the class is going to be really used for python applications)

You have right problems on the source package (403 forbidden). 

I would love to have this upload to happen today before dinstall (19:00
UTC) as we have many python packages relying on CDBS in the team.
