[Build-common-hackers] Bug#374809: cdbs: updated python class needed to achieve the transition

Coin,

Please update the class as soon as possible, this is needed to make use
of the latest pysupport improvements. You will see some simplifications
in the install process, a new check for 'debian/pycompat' required by
the latest changes in the policy, better build-depends tightening (cdbs
should ask for the version you will upload, so i requiered 0.4.43 by
purpose), and some minor fixes.

In the futur, the list of build python version should be computed in a
shorter way, using an updated pyversions utility. In the end, very few
python system specific code would be necessary, which would help having
a clean class an being able to remove a system later if necessary.
