[Build-common-hackers] Bug#358940: Makes AMD64 apps FTBFS: DEB_MAKE_CHECK_TARGET unset

bwbar fails to build on AMD64 because "DEB_MAKE_CHECK_TARGET unset,
not running checks".  Since this error comes from cdbs, I suppose this
is a bug there.

http://buildd.debian.org/build.php?arch=&pkg=bwbar show that only
AMD64 fails.
