Yeah, it seems that you need to build-conflict against libfam-dev.  With that 
out of the way, I can confirm that the fix I proposed earlier

DEB_FIXPERMS_EXCLUDE := lockmail.maildrop maildrop$$

fixes the sudo-related permission problem.
