[Build-common-hackers] Bug#438417: cdbs: Add QMAKE_STRIP=: to qmake.mk invocation

It appears that qmake unconditionally runs $(QMAKE_STRIP) on installed 
binaries, which circumvents dh_strip's logic to support 
DEB_MAKE_OPTIONS=nostrip.  Setting QMAKE_STRIP to : in the qmake invocation 
will work around this undesirable behavior.  (See bug #437868, for example.)
