[Build-common-hackers] Bug#424044: Wish a DEB_SHLIBDEPS_LIBRARY_ALL

        Hi,

 Using "DEB_SHLIBDEPS_LIBRARY_" makes sense when you have one or more
 library package in the packages you build and one or more binary
 packages that use this (these) library (libraries).  Say you have
 source: foo with foo-bin, foo-extra, and libfoo, you want all
 dh_shlibdeps calls to be passed -Llibfoo and -ldebian/libfoo/usr/lib.

 Hence I think it makes sense to offer a DEB_SHLIBDEPS_LIBRARY or
 DEB_SHLIBDEPS_LIBRARY_ALL which would permit adding -L flags to all
 dh_shlibdeps calls, just like for -l flags via DEB_SHLIBDEPS_INCLUDE.
