This failure (and all the similar ones reported against postgresql
etc.) are actually a bug in cdbs' tarball.mk. It first removes the
entire build tree and then tries to reverse-apply all the patches. As
I pointed out in #387103 this is unnecessary.

That bug also has the Ubuntu fix for this. You can also get it at [1].
