[Build-common-hackers] Bug#439747: Bug#439747: DEB_AUTO_UPDATE_AUTOMAKE: desire way to run autoconf with --add-missing

I'm dealing with a similar issue.  Perhaps it makes sense to have an 
automake-args variable so flags can be passed to the existing update-automake 
rule.

Attached is a trivial patch that adds the DEB_AUTO_UPDATE_AUTOMAKE_ARGS 
variable to class/autotools-files.mk.
