Yes, some packages will likely break, either because they don't use Makefile 
but another name (in which case they have to set DEB_MAKE_MAKEFILE), or 
because the clean target throws errors that were previously ignored.

Perhaps it is better to add this patch first in an experimental version and 
see how much packages break. Then fix those packages first.
