[Build-common-hackers] Bug#474669: cdbs: Please add DEB_DH_CLEAN_ARGS variable

I think it'd be useful if CDBS supported a DEB_DH_CLEAN_ARGS variable that 
would be passed to dh_clean, since I consider it cleaner than writing a 
new clean:: target.

I've attached a patch to do this.

It's probably also a good idea to use DEB_DH_CLEAN_ARGS for the clean:: 
target in the "Debhelper custom build rules" section of the documentation; 
I've not included that change in my patch.
