[Build-common-hackers] Bug#478049: cdbs: [gnome.mk] stop compressing gtk-doc files

When building GNOME packages, please make dh_compress forget to compress 
.sgml, .devhelp and .devhelp2 files. It should be enough to add the 
following:

DEB_COMPRESS_EXCLUDE += .sgml .devhelp

explanation of why these files must not be compressed. (In short, it 
breaks cross-references.)
