[Build-common-hackers] Bug#508141: please include CHANGELOG in the list of detected file names for changelogs

Dear CDBS-Maintainers,

in /usr/share/cdbs/1/rules/debhelper.mk there is a line which searches 
for a possible changelog file to pass its filename to the 
dh_installchangelog command. The list is currently missing the file 
name CHANGELOG (i.e. in capitals) and I find it annoying that I have 
to tell cdbs manually the install a changelog file called "CHANGELOG".

Please find attached a patch that adds CHANGELOG to the list.
