Yeah, this belongs to /usr/share/cdbs/1/class/, one way or another.

But my first instinct would be to have it in haskell-devscripts
instead.

I've CCd CDBS maintainers.  What do you think?  Which would be a
better home for the hlibrary.mk file, cdbs or haskell-devscripts?  For
