[Build-common-hackers] cdbs in php-codesniffer package: moving script after install rule?

I am updating the php-codesniffer package, which I maintain.

When my basic debian/rules only includes debhelper.mk and pear.mk, the
upstream build system installs a script at
"/usr/bin/scripts/phpcs-svn-pre-commit", which is a violation of Debian
policy.

To avoid this, I tried moving the script to
"/usr/share/subversion/hook-scripts/phpcs" after the cdbs "install"
rule, using a custom "install::" rule:

Unfortunately this rule has no effect : (

What is the correct way to fix my package, so that it installs this
script in "/usr/share/subversion/hook-scripts/phpcs" instead of
"/usr/bin/scripts/phpcs-svn-pre-commit"?
