Occasionally, CMake creates CMakeCache.txt on unsuccessful runs, so
using $(DEB_BUILDDIR)/CMakeCache.txt can lead to problems when building
several times during package preparation.

using $(DEB_BUILDDIR)/Makefile might help that.
