Confirmed: control.in code only adds, does not merge currently.

I have ugly unofficial code to cleanup (see below debian/cdbs in e.g. 
moin package or any other of the packages maintained by dr at jones.dk).

Would be lovely with perl or python script relying on some well 
maintained library to do proper merging of package dependencies to strip 
superfluous ones.
