In /usr/share/doc-base/cdbs, the cdbs documentation is assigned to
Section: Programming.

This is nonintuitive.  cdbs is a specific tool for generating deb
packages, it is not a general programming tool.  

It should therefore be assigned to Section: debian.

Under the current configuration it makes the cdbs documentation far
harder to locate than it ought to be, requiring probing via 
dpkg -L cdbs followed by parsing /usr/share/doc-base/cdbs.  The natural way of
finding the documentation for this Debian-specific tool to go straight
to the Debian section, for instance in dhelp.
