[Build-common-hackers] Bug#532262: cdbs: testroot target doesn't do anything

r355, which closed #489430, actually turned testroot into a noop:

  $(if$(_cdbs_rules_debhelper),dh_testroot,test "`id -u`" = 0)

The missing space after "$(if" make the whole thing expand to nothing.
