[Build-common-hackers] Bug#521166: cdbs: When there is already config.status in tarball, build error

Hi, maintainer.

Upstream released with having put a config.status file in tarball.

In this case the package which maintainer used cdbs for fails in build.
Because when there was config.status, cdbs misrecognizes when configure
was carried out, and the reason is because it carries out make.

Because cdbs carry out make though does not have Makefile, the build
becomes the error.
