[Build-common-hackers] Bug#521624: CDBS should offer option to run autoreconf

The various DEB_AUTO_UPDATE_AUTOFOO variables in the autotools class
effectively approximate the autoreconf tool, which can run autoconf,
autoheader, aclocal, automake, and libtoolize as necessary.

It would make autogoo packaging a lot simpler if there was an option to
run autoreconf, intead of having to figure out the right values for each
of the DEB_AUTO_UPDATE_AUTOFOO variables. (It should probably
specifically run autoreconf -fi)
