[Build-common-hackers] Bug#554458: provide a cdbs-vars target

Different cdbs classes maintain several different variables. It would be
nice if a cdbs-vars target would list each of the variables used in each
of the classes/rules.
Example: a package that uses only makefile.mk:

% debian/rules cdbs-vars
makefile.mk: DEB_MAKE_INVOKE
makefile.mk: DEB_MAKE_MAKEFILE
...
...
...
