[Build-common-hackers] Bug#499816: cdbs: CMake file uses wrong file as "stamp"

Coin,

I don't know cmake well. Are we sure the makefile is always called  
"Makefile" ?

What do we do for upstream softwares with shipped generated files ? I  
guess people would expect the makefile to be regenerated with the  
current version of cmake in Debian, but altering the check as proposed  
would prevent such behavior. Of course this can happen when the cache  
file is shipped too with the current code.

So i guess removing the cache file in the clean rule would be better.  
It seems to be sufficient to trigger a complete regeneration. Do you  
agree ?
