In summer 2006 support for Python Policy 2 was applied to CDBS.

That implementation was broken in several ways, one of them being that 
it only supported a single package, and another (related one) that the 
default list of target binary packages changed from all sensibly-named 
packages to the single topmost somewhat-sensibly named one.

Thanks to Matthias Klose this bug revealed those issues, but 
unfortunately was fixed wrongly, by simply relaxing the scope of the 
dh_* command, essentially covering up the real problem.

Next cdbs release will contain a proper fix for this - but since 4 years 
have gone by with python-distutils (and other snippets following that) 
behaving wrongly, the broken behavior is kept for legacy pycentral and 
pysupport, and the proper fix applied only for new python2/python2 
systems.
