No, that does not make sense to me.

Please elaborate[1] on why you believe this to be needed.

[1] i.e. more explicitly than referring to a possibly related bugreport.


What seems from a quick glance to me is that your use of tarball.mk is 
broken.  It might be a bug in tarball.mk itself, or a bug in your use of 
if, I don't know.  But instead of messing with finding that out I 
recommend to simply switch to using DPKG source format 3.0 instead, 
which is much more elegant!
