Replacements are DEB_COMPRESS_EXCLUDE_ALL and DEB_DH_COMPRESS_ARGS_ALL. 
Or DEB_COMPRESS_EXCLUDE_DEFAULT and DEB_DH_COMPRESS_ARGS_DEFAULT, 
depending on whether you want them ORed or ANDed with package-specific 
variables.

Good question.

I have not yet become friends with the Docbook-based CDBS documentation, 
and might never do it.  I have considered to switch to a simpler source 
format that I feel more compelled to keep up-to-date, and I have 
considered suppressing its installation as it is growing ever more 
out-of-date.  But neither has happened yet :-(

For now (as has actually always been the case) the best documentation is 
to read the code snippets themselves.  Especially the debhelper.mk 
snippet has a large comment area at the top documenting the various 
variables used.
