[Build-common-hackers] Bug#639396: cdbs: set correct build dependencies for multiarch builds

Hi!

While converting jackd1 to multiarch (#637599), I've noticed that cdbs
could be improved.

In general, everything was straight-forward thanks to vorlon's patch,
except for this hunk:

It would be nice if cdbs could automatically discover if we're doing a
multiarch build, maybe by parsing/checking the Multi-Arch field in
control.in and then come up with the appropriate build dependencies.
