[Build-common-hackers] Bug#641658: cdbs: /usr/lib/cdbs/list-packages is broken when Architecture: line contains an architecture list

When in an unpacked copy of the libv8 source package, on amd64, I get:
snt at frobozz:/tmp/libv8-3.1.8.22$ /usr/lib/cdbs/list-packages same
snt at frobozz:/tmp/libv8-3.1.8.22$
while it should output all packages in debian/control, i.e. "libv8-dev
libv8-3.1.8.22 libv8-dbg".
This is causing the libv8 build not to even get to the point of #625377,
because the package list is empty and so cdbs thinks there's nothing to do
for the build or binary targets. I have to work around it by moving the
include of rules/debhelper.mk before the other CDBS includes.
