The cdbs version handling does not pick up any extra tightening the
user may want to do (for example, to make sure the package is built
with a fixed version of cdbs for a given bug).

The attached patch is an attempt at a better replacement algorithm for
multiple cdbs versions: parse all versioned cdbs strings, get the
highest one, remove all, add the highest one.
