[Build-common-hackers] Bug#508162: Integrating the quilt-related chunk into cdbs properly?

Hello,

this patch was cloned and reassigned to quilt a few years ago, but the
thing is that we, as quilt maintainers, are not the best ones to fix
the interactions of the file that our package provides and cdbs
internals. 

Historically, we provided this file because it was the easiest way to
provide it to the users. But it is really much more related to cdbs
than to quilt actually.

I would feel really better if that file could be reintegrated within
cdbs at some point. 

I understand that a freeze is not the right period to change cdbs nor
quilt, but maybe we could agree on eventually doing so in the future?
