[Build-common-hackers] Bug#494141: Patch for bug 494141

Hi to all!

This week I also encountered this bug while implementing get-orig-source target (required by my sponsor, because upstream sources had license issues and needed repackaging).

I tried to respect policy §4.9 without editing CDBS files, but I was unsuccessful.
So attached is a patch that worked for me, by implementing the DEB_ROOT idea.
The patch that should cleanly apply to revision 824dba in the git repository.
