[Build-common-hackers] Bug#714195: cdbs: Please run systemd helpers during packages builds

Hi,

Could you please call the systemd helpers (if they are installed) during
packages builds.

dh_systemd_enable and dh_systemd_start should respectively be called before
and after dh_installinit.
