[Build-common-hackers] Bug#754800: cdbs builds empty packages which have a private python libdir and are using dh_python2

Seen with songwrite, startupmanager, utf8-migration-tool, trying to build using
dh_python2. If you set DEB_PYTHON_SYSTEM to python2 it says python2 is the
default and you should remove this line, if you remove it, it doesn't do
anything Python related.  Note the packages mentioned above are now using
debhelper to work around this.
