[Build-common-hackers] Bug#825457: cdbs: copyright-check runs even if copyright_hints does not exist

Hi,

cdbs is running copyright-check (which is fairly slow) even when
debian/copyright_hints does not exist. So I get a warning that it is
disabled, and yet it runs anyway. Please really disable it.
