[Build-common-hackers] Bug#838872: cdbs: CDBS should call dh_bash-completion

Apparently, dh_bash-completion (part of the bash-completion package) is
the recommended way of installing bash completion scripts nowadays.

CDBS' debhelper rules file so far doesn't call it, but I believe it
should.
