[Buildd-tools-devel] sbuild configuration files

Currently, we are following upstream in the use of sbuild.conf and
sbuild.conf.local.  However, sbuild.conf is really the defaults for
the package, and should not be altered by a sysadmin, who should be
using sbuild.conf.local to override it.

I was considering a change such as moving

/etc/sbuild.conf       -> /usr/share/sbuild/sbuild.conf
/etc/sbuild.conf.local -> /etc/sbuild/sbuild.conf

This should make it a bit simpler for users to configure (less
confusion), and the global defaults are no longer a conffile, so users
don't risk breakage due to not being able to modify it and then choose
not to upgrade it.

We can do this completely automatically in the maintainer scripts.

Any thoughts?
