[Buildd-tools-devel] Bug#374887: dchroot should run command using shell's -c option, like su

The original dchroot used su to run a command in the chroot.  The
new dchroot should mimic this behaviour:

- the command is just one argument
- this is run as "<shell> -c <command>"
- the cwd is only preserved when -d (environment) is preserved
- or else run a login shell
