[Buildd-tools-devel] Bug#355040: "Toolchain package versions" only shown when there are build-depends

It seems that the "Toolchain package versions" information is only
shown when sbuild has to download build dependencies.  However, the
toolchain information is useful even if there are no build-depends
since it shows what version of the compiler was used, etc.

You can reproduce this by building e.g. dadadodo.
