[buildd-mail] allow Build-Attempted as a valid current state for retries

Ryan Murray's buildd added Build-Attempted and Built as state. It is
perfectly valid to give-back or retry a build in Build-Attempted.

    the current symlink.

In the log directory, don't embed the username in the log file name.
