[buildd-tools-devel] Bug#542843: Does not include orig.tar.gz tarball in changes file.

Building a package with sbuild -As does not result in the orig.tar.gz
being included in the changes file even though the debian revision is
-1 (e.g. python-fstab 1.4-1).
