    [buildd] Don't use the SysV (and non-POSIX) SIGPWR
    
    This makes buildd work on GNU/kFreeBSD.

    [buildd, sbuild] get rid of --no-down-propagation
    
    --no-down-propagation is the default on the official wanna-build and
    it is simply ignored nowadays.

    [Buildd::Mail] Allow Build-Attempted as a valid current state for retries
    
    Ryan Murray's buildd added Build-Attempted and Built as state.  It is
    perfectly valid to give-back or retry a build in Build-Attempted.
