[buildd-tools-devel] csbuild is now functional

The C++ reimplementation of sbuild as part of the schroot.git repo is
now functional (but won't be packaged yet).

Currently, it parses all of the existing sbuild command-line options
(except for --use-snapshot which is --gcc-snapshot).  These are then
passed through to the existing Perl sbuild.  However, this does open
up the possibility of moving chunks of sbuild functionality from the
Perl implementation to the C++ implementation, or even embedding the
Perl part completely using libperl.  For things like dependency
resolution, this might have a significant performance improvement.
