    [Buildd::Daemon] only stop further building on local sbuild problems
    
    buildd used to think that three build failures (also legimiate ones)
    signal a problem with sbuild that warrants to stop the building.
    The patch makes sure that only local problems as signaled by sbuild
    cause such stops and that the counter is properly reset even after
    an attempted build.
