[buildd-tools-devel] Bug#566319: buildd: Don't auto give back packages that will fail anyway.

Hi,

I got a log saying:
The following packages have unmet dependencies:
  libqt3-mt-dev: Depends: libjpeg62-dev but it is not going to be installed
                 Depends: libmng-dev (>= 1.0.3) but it is not going to be installed
  libtiff4-dev: Depends: libjpeg62-dev but it is not going to be installed
E: Broken packages
apt-get failed.
Package installation failed
Trying to reinstall removed packages:
Trying to uninstall newly installed packages:
Source-dependencies not satisfied; skipping libterralib

The current verion does an auto give-back in that case.  Atleast it's
not something we want to do in this case.  But there might be simular
cases where we do might want to do it, and I'm not sure we can tell
the difference between them.
