I have seen this before, but IIRC this was when I was working on
the resolver code and it was a bug in sbuild itself.  However, this
hasn't been touched in a good while and was all working correctly
TTBOMK.  I have seen it try to use the wrong temporary directory
when it generated the tempdir twice and the one it tried to use
didn't exist any more.

If you're still experiencing this, I would suggest looking in the
chroot and looking at the directory structure.  Does the
resolver-XXXXXX directory match what sbuild is expecting?  If
you put a sleep(10) immediately before the dpkg-deb call you
can then interrupt with C-Z and look at your leisure as one simple
way to do it.
