This is a relatively new-ish addition, so it's probably just not
provided by your version of schroot.  You can get a copy e.g. from

  https://bitbucket.org/rleigh-debian/schroot/raw/95e118c6bbd55228a53525d1f008cedb8cb648c0/etc/setup.d/15binfmt

and drop it in /etc/schroot/setup.d.  Note that the sourced
$SETUP_DATA_DIR/* files on lines 22-24 might need deleting or
converting to the form used by the other setup scripts provided
by your schroot version, depending upon how old it is.
