[buildd-tools-devel] Bug#766197: libsbuild-perl: Should depend on dpkg-dev >= 1.17

Dear maintainers,

sbuild does not work any more with dpkg-dev < 1.17.

To document this (and to help with porting), imho we should add

dpkg-dev (>= 1.17)

for libsbuild-perl.
