[buildd-tools-devel] Bug#795793: --extra-package not honoured

I tried to build a package, that depends on another package, which
isn't in the archive. Invokation like this:

sbuild --extra-package=bar.deb foo.dsc

Unexpectedly the build still fails, because bar couldn't be installed.
