This sounds exactly like what sbuild-createchroot is doing.

Why is the defailt mirror the Ubuntu mirror?

even after having read Osamu's email I do not yet see why sbuild should ship
mk-sbuild. What can it do that sbuild-createchroot cannot? What is your
rationale for adding an additional script instead of improving the existing
one?
