[buildd-tools-devel] Bug#811040: tarball creation fails when dir doesn't exist

Version: 0.67.0-2
sbuild-createchroot appears to be successful:
> 0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.
> I: chroot /tmp/tmp.h9Yjl4Zwcm has been removed.
> I: Successfully set up unstable chroot.
> I: Run "sbuild-adduser" to add new sbuild users.
But the tarball doesn't exist. It's because I used
--make-sbuild-tarball=/srv/chroot/unstable-amd64-gcc5.tar
but /srv/chroot doesn't exist.
I think sbuild should create this directory. At the moment, it only
creates $ARGV[1], which works fine when you install to a directory,
but not when you create a tar ball.
I've attached a patch.
