    buildd: explicitly define if arch:any and arch:all packages should be built
    
    sbuild default has been changed to build arch:all packages by default.
    This break buildd, which should only build arch:any packages. Uploads
    with arch:all get rejected.
    
    Fix that by explicitly calling sbuild with --(no-)arch-any and
    --(no-)arch-all. Also drop parsing of arch_all, it's not obsolete and
    not set anymore in wanna-build.
